The best neighborhoods to buy in Jerusalem

International demand in Jerusalem is concentrated in the central and southern neighborhoods. These are the ones we recommend most often.

Baka

A residential neighborhood south of the centre, with old Arab-style houses and stone buildings and a genuine community feel around Beit Lechem Road. You'll find renovated apartments, garden flats and newer developments. Popular with English- and French-speaking families for its schools, synagogues and warm atmosphere.

German Colony (Moshava Germanit)

Founded by German Templers in the 19th century, it centres on Emek Refaim Street and its cafés and boutiques. The housing mixes protected historic homes and small upscale buildings. Ideal if you want an elegant, walkable and lively setting.

Rehavia

Designed in the 1920s and 1930s, Rehavia is the leafy neighborhood of academics and institutions, known for its modernist architecture. Apartments are classic and often spacious, in characterful older buildings. Sought after for its central location, calm and prestige.

Talbieh

Next to Rehavia, Talbieh is one of the city's most prestigious addresses, home to historic villas, the President's Residence and the Jerusalem Theatre. Expect high-end apartments and a few recent luxury developments. For buyers looking for something exceptional.

Mamilla

Right by the Old City and Jaffa Gate, Mamilla combines a pedestrian shopping street with serviced luxury residences, many overlooking the ancient walls. A favourite for a turnkey, high-end second home used a few weeks a year.

Arnona

In the south of the city, with open views towards the Judean Desert. Arnona is being extensively renewed, with many new buildings and modern family apartments. It attracts families and buyers who want new-build in Jerusalem, in a fast-changing area.

Buying in Jerusalem from abroad

Our Jerusalem buyers are often planning a move to Israel, a home for a child studying there or a base for the holidays. Here are the steps of a remote purchase and the costs to budget for.

  1. 1

    Search

We start with a call to pin down your brief: budget, the type of home you want, how you plan to use it in Jerusalem (main residence, holiday base, rental investment) and your timing. From there we shortlist listed homes and off-market opportunities that we have checked first, so you only spend time on serious options.

  2. 2

Viewings, on site or by video

If you are in Israel, we arrange a day of back-to-back viewings. If you are abroad, we run live video tours: we walk the whole flat, open cupboards, test the light, film the stairwell, the street and the neighbours' view, and answer questions in real time. Nothing is left to the imagination.

  3. 3

    Offer and negotiation

Once you have chosen, we build a price argument based on recent comparable deals and the condition of the property, then negotiate on your behalf. Every step is confirmed with you in writing, in English or French.

  4. 4

    Due diligence by a lawyer

In Israel, both buyer and seller are represented by their own lawyer. Yours checks the Tabou (the national land registry), any mortgages or liens, building permits, the status of any extensions and the building's legal standing. We work with independent lawyers who are used to foreign clients.

  5. 5

    Signing the contract

Your lawyer negotiates and drafts the sale agreement: payment schedule, handover date, guarantees and conditions. Signing can be done in person or under a power of attorney if you cannot travel.

  6. 6

    Mortgage (mashkanta)

A mashkanta is an Israeli home loan. Israeli banks do lend to non-residents, under specific conditions. We put you in touch with specialist mortgage advisers who compare offers and prepare your file, ideally before you make an offer.

  7. 7

    Purchase tax and Tabou registration

Every buyer pays mas rechisha, the Israeli purchase tax, calculated on the price and on your status (first home, additional home, new immigrant). Your lawyer files the declaration, then registers the transfer at the Tabou so the title is legally yours.

Costs to plan for

Lawyer's fees

Your own lawyer, who runs the due diligence, the contract and the registration. Fees are agreed with them upfront.

Brokerage

The agency fee, set out in writing before any viewing, as Israeli law requires.

Purchase tax (mas rechisha)

Depends on the price and your buyer status. Your lawyer calculates it precisely for your case.

Survey and valuation

An engineer's inspection of the property and, if you take a mortgage, the valuation required by the bank.

New developments and off-plan in Jerusalem

New construction in Jerusalem follows strict rules, including the requirement to clad buildings in local stone. New projects are concentrated in areas such as Arnona and in urban renewal schemes. Buying off-plan lets you choose your finishes, provided you check the developer, the bank guarantee and the timeline. We help you make sense of the options.

Rental yield and managing your property

Rental demand in Jerusalem comes from families, students, diplomats and holiday stays. It's a long-term, wealth-preserving market rather than a speculative one, valued for its stability. We manage lettings here to the same standard as everywhere else, with over 13 years of experience and more than 450 owners.
